Matters Arising From previous minutes the following queries were raised: The Avenue 30mph signs near Winn Road are now clearly visible. MB asked if speed limit and signs could be moved northward PB explained that plans were considering this but would not be auctioned within the next 3 years. High Street through the Taxi rank near the Bargate going north and south. Concerns that the dropped kerb is not accessible by cyclists. Cobden Bridge cycle route and parked car issue raised. Also LB asked if a better turn could be installed into Whitworth Road. South West Trains SB had information on cycle policy available. NF is looking into cycles on trains on Southampton/Romsey/Salisbury route. PB issued LTP2 and explained the Active Travel section that relates to walking and cycling. PB explained that we now have Highways and Parking covering cycling and walking (DB). Transport Policy is within Planning and Sustainability (PB). Completed Schemes NF stated that the Ashurst to Lyndhurst cycle route has been agreed and dates of construction will be announced soon. Central Station new Sheffield stands are installed and well used. Archers – Howard Road resurfacing scheme is complete. Romsey Road resurfacing scheme is complete. Proposed schemes London Road will commence 30th May. The issue of right turns was raised – PB replied that penalty notices have been issued to motorists who have turned right and there was a plan to make the surface of the bus lane red. JW asked if more signs would reduce the problem of illegal right turns and advise motorists to turn left. DB explained that as the Central Station cycle parking was complete there would be a cycle security promotion in conjunction with British Transport Police upon completion of the entrance works. SB asked if CCTV was direct at the parked cycles here. LB asked if space was available for cycle tugs or trikes. DB explained that the scheme had been laid out with spaces for cyclists to walk through. LB said she would be writing to Lorraine Brown with regard to London Road and the Bargate schemes. DBa – Shirley High Street some Sheffield stands are too close to the kerb LB said the same about the new stands in Portswood. DG had approached the Winchester Retail Park for cycle parking – Does Fitness First have a travel plan? The land is owned by Derbyshire CC. New Schemes NCN 23 Wide Lane this will include works from Riverside Park and up to the City Boundary along Wide Lane where there will be a shared facility on the west side (opposite the main Ford Factory). A new bridge will be constructed at the Parkway Station with a cycle gutter. NCN 23 Northam NF detailed the works that were currently going on along the riverside between Horseshoe Bridge and the old Meridian TV site. The piling works have been designed in conjunctions with SCC and it is planned to install a walkway/cycleway at a future time. DB explained that several new bikes were purchased for SCC pool bikes and there was a good uptake on this. DG asked if SCC had considered a cycle hire scheme – DB explained that we are in discussion with a company to look into the feasibility. Other Issues MB was concerned that there could be insurance issues with shared cycle facilities. The Highway Code proposed changes were raised. PB explained that it would need a political decision if SCC were to submit any challenges. JW said that the members of the cycle forum could make a representation. Northam Bridge was raised as to the possibility of introducing a cycle scheme. To fund this we are looking at section 106 from developers NF said that Sustrans had put £90k into NCN routes this year with SCC and that these were schemes that could be realistically achieved – Northam Bridge was not so easy with its safety issues to resolve. LBI asked if the super bus lane would not assist the introduction of cycle schemes – PB stated that this scheme would not appear in the next three years. JH asked if crawler lanes could be introduced at Bitterne Road east and Bursledon Road – DB said these are currently being looked into. Events 2006 DB gave details of Bike Week 2006 rides and thanked those who had volunteered to assist. ER offered to lead the rides on Monday and Wednesday during bike week. BLI was concerned that the "Race For Life" closed cycle routes across open spaces.
