Matters Arising From the previous minutes the following queries were raised: The Avenue 30mph signs near Winn Road are now clearly visible. South West Trains SB has recent communication from SWT this to be discussed at next meeting SB asked if the Bargate scheme lights were controlled by cycles when approaching from Hanover Buildings. Note: the loop is in the cycle by pass the main section is buses only. Mike Bell had said there was a problem getting through from the High Street through the Taxi rank near the Bargate going north and south. There was some concern with the width of East Street and size of HGV's using it. Proposed schemes NS -Languard Road needs a right turn facility when turning right - also could a cycle lane be introduced from the Medical Centre in Burgess Road to University Road NF explained there was potential funding for the cycle facilities on the A27 near Mansbridge. The route along Wide Lane to the Airport was described. Hants CC will be constructing the Airport section during 2006 DB displayed some plans of the proposed cycle way at Mansel Park Millbrook. DG and JH were concerned with another shared cycle way - it was explained that a segregated cycle way would require more land and also be more expensive. DB displayed plans of the three options of the junction of Dahlia Road and Burgess Road near the University. The preferred option was the one with the road closure and the Toucan crossing The Itchen Bridge links including drop kerbs are planned to be done early 2006. There was some concern as to the culture and conflict between cyclist, pedestrians, and dog walkers. Some members felt the Common had problems between cyclists and dog walkers. It was suggested by NF that SCC should run an education programme with reference to space and use of bells etc. DG suggested this would be useful if publicised in City View NF explained the funding process with landfill sites and that Sustrans are looking at all possible sources of funding for cycle schemes. NS asked if the Triangle and Cobden Bridge is still being considered for cycle routes. DB explained that this is being designed, but there are issues with the parking on the bridge, which shopkeepers wish to remain, and the design is complicated if the route were to be on the footway, as a shared scheme, because of the complexity of overcoming the parapet heights. NS also requested that SCC consider the possibility of a crossing in Portswood Road near Spring Crescent and Avenue Road Bitterne Road - Bullar Rd and Northam Bridge - and Union Road were requested to have a priority in getting schemes implemented RB stated that traffic was ignoring the hatched area Events 2006 DB asked the members for suggestions to promote cycling during 2006. Suggestions included - In conjunction with the Southampton Cycle Campaign it was felt we could have comparative travel times e.g. bus, car, bike time to travel from a location to the City Centre. Banners on bridges to promote this include times to the General Hospital from South Hants Hospital Marquee on Civic Centre Forecourt Adverts on buses Venues for the forum Easter Ride - two Saturday rides one Spring - one November Notify of TVBC meetings Parking issues with reversing cars in London Rd scheme JH issue with barrier Milton Road NF New Forest strategic cycle route plan has now been signed and Ashurst to Lyndhurst to be constructed April 2006 - also the Applemore crossing will be constructed the same time. 6 Date and time of next meetings Civic Centre Committee Room 4 Thursday 18 May 2006 7pm to 8:45 pm (room to be vacated by 9 pm please!!!)
